The Presidential Amnesty Programme (PAP) Administrator, Dr. Dennis Otuaro, has declared that President Bola Ahmed Tinubu’s deliberate, strategic, and highly coordinated approach to governance is already changing the face of the Niger Delta, bringing about significant development, peace, stability, and new opportunities for the region’s youths and communities. Speaking during a town hall meeting in Lagos attended by prominent Niger Delta stakeholders, Otuaro emphasized that Tinubu’s Renewed Hope Agenda is not just a political blueprint but a working formula that is actively improving lives and consolidating peace across the region.
The meeting, hosted by Niger Delta activist and Founder of the Ijaw Monitoring Group, Chief Joseph Eva, drew an impressive turnout of influential figures from the region. Present at the gathering were respected leaders including the Chairman of the Ijaw National Congress, Lagos chapter, Prince Tonye Harry; Prof. Dauphin Moro; Engr. Titus Posibi; Chief (Mrs.) Amarian Benedicta; Chief (Mrs.) Ogbogbo; Evangelist Agboro; Chief Emmanuel Fiawe; Robert Fiawe; Elder Regent Youmor; Mrs. RoseMary Aluko; and the Chairman of the Ijaw Youth Council (IYC), Lagos chapter, Comrade Owen Naphatin. The event provided a platform for open discussions about progress, challenges, and the future direction of the Niger Delta.
During his remarks, Dr. Otuaro said that President Tinubu’s governance style, rooted in strategic planning and systematic execution, is producing visible results. He explained that the President has shown a deep understanding of the complexities within the Niger Delta and is addressing them with deliberate actions aimed at ensuring meaningful development, improved security, and sustainable peace. According to him, Tinubu’s actions are strengthening the region more than any administration in recent years.
Otuaro stressed that the effects of Tinubu’s Renewed Hope Agenda can already be felt in several parts of the Niger Delta, where peace has been restored and communities are witnessing development initiatives designed to uplift youth, strengthen infrastructure, and create long-term economic opportunities. He pointed out that one of the strongest indicators of this commitment is the expansion of the PAP scholarship scheme, which has opened educational doors for thousands of Niger Delta youths.
He revealed that the number of in-country scholarship placements rose from 3,800 during the 2024/2025 academic year to 3,900 in 2025/2026, while about 200 beneficiaries are currently pursuing foreign scholarships in various reputable institutions. This development, according to him, demonstrates the administration’s desire to empower young people with relevant skills, knowledge, and education that can strengthen their capacity for self-reliance and contribute positively to national building.
Otuaro noted that human resource development is the foundation of sustainable development, emphasizing that no region can progress without an educated and empowered youth population. He reiterated that the PAP under his leadership remains committed to expanding opportunities for indigent youths, especially those from areas deeply affected by conflict, environmental degradation, and economic hardship. He assured the gathering that more communities would benefit from educational, vocational, and peacebuilding initiatives championed by the PAP.
In expressing gratitude, Dr. Otuaro lauded President Tinubu for the exceptional support given to the amnesty programme. He also praised the National Security Adviser, Mallam Nuhu Ribadu, whose consistent guidance and backing have significantly enhanced the effectiveness of PAP initiatives. According to him, the synergy between the President, the NSA, and the PAP leadership has been instrumental in implementing impactful reforms and creating a more inclusive environment for stakeholders.
Otuaro also used the opportunity to call on all Niger Delta stakeholders to continue supporting President Tinubu, stating that the region stands to benefit even more in the coming years. He expressed confidence that the President, having demonstrated genuine commitment to the Niger Delta, will accomplish even greater strides after his reelection in 2027. He encouraged the Niger Delta community in Lagos and across the nation to rally behind the administration, noting that sustained support would fast-track the development agenda already in motion.
The PAP Administrator reminded the stakeholders that President Tinubu’s strategic thinking has been a major driver of stability in the Niger Delta. He maintained that the President’s understanding of the region’s unique challenges has shaped policies designed to address root-causes of conflict, reduce agitation, promote dialogue, and improve conditions for sustainable economic activities. He said that the government’s actions are not accidental but part of a well-calculated plan that will continue to yield positive results.
Chief Joseph Eva, who hosted the meeting, spoke glowingly about Dr. Otuaro’s leadership style, describing him as a focused, disciplined, and visionary administrator whose commitment to the Niger Delta is unquestionable. He said he was not surprised by the impressive achievements the PAP has recorded under Otuaro, adding that he has known him for many years and has always admired his passion for the development and unity of the region. Eva highlighted Otuaro’s achievements in human capital development, vocational training, and peacebuilding as clear proof of his dedication and capability.
He further noted that the Niger Delta needs leaders who understand the struggles of the people and are committed to changing the narrative. According to him, Otuaro embodies these qualities, making him an administrator that stakeholders across the region can trust and rally behind. For many in attendance, the award symbolized the trust, confidence, and appreciation the Niger Delta community has for his efforts.
